Solar panels in Henderson, NV

Henderson is its own permit authority. If your house is inside the city limits, your rooftop solar permit is issued by the City of Henderson Development Services Center, on Henderson's portal, under Henderson's checklist, for a fee Henderson publishes. Simmons Solar Electric is Simmons Electric LLC, Nevada contractor licence 0032580A, a C-2 electrical licence held since 2013, and we pull the permit ourselves on every job.

A Henderson mailing address is not the same thing as being inside the city limits, so the first thing we check on any quote is the parcel.

The permit path is Henderson's, and it has one unusual step

Applications go through DSC Online at dsconline.cityofhenderson.com, filed as Photovoltaic, Residential. The rules are in Henderson's Residential Photovoltaic Roof Mounted Solar Panels submittal checklist, updated August 20, 2024.

Henderson asks for two photographs that appear on no other valley jurisdiction's photovoltaic document: a clear image of the roof before any modules go on, with a satellite or aerial view accepted as long as it is unobstructed, and a clear image of the main electrical service showing the panel, the breakers and a legible label inside it, before any modifications. It also wants a Residential Photovoltaic System Permit Authorization signed by the legal property owner, which is the owner saying in writing that the contractor may apply on their behalf.

Then Henderson makes a decision the other desks do not phrase the same way. The checklist routes your application to a plan review by the building plan examiners if any one of these is true: the system reaches 15 kW DC, it is free standing rather than roof mounted, it sits on a mobile or manufactured home, it includes a battery backup or energy storage system, the main electrical panel is being upgraded or replaced, the main breaker is being de-rated, or the work is an addition to or modification of an existing system. If none of those apply, building inspection staff do an in-field verification instead. The same checklist states that applications that do need a review are subject to a five business day in-house plan review. That is Henderson's published target, not a promise about your address, and we will not publish a turnaround of our own until we have measured it on our own installs.

The fee is published and specific, which is rare here. Under Henderson's Schedule of Fees effective October 1, 2025, a residential photovoltaic system is 700 dollars up to 10 kW and 176 dollars for each additional 10 kW in the same system, with a battery system of one to three batteries at 239 dollars, each additional battery at 71 dollars, and a panel changeout at 127 dollars. Clark County publishes a fee calculator marked estimates only instead of a flat figure, and we could not find an equivalent published line for North Las Vegas. Henderson roofs: three different building eras in one city

Henderson did not grow outward from one centre at one time, and it shows on the roof.

The oldest housing in the city is the Basic Townsite, around Water Street, where the city's own history records construction starting in February 1942 to house magnesium plant workers. The city incorporated in 1953. Those are small houses, and on housing of that age the service panel is the first thing we look at. In Henderson that matters twice over, because upgrading or replacing the main panel, or de-rating the main breaker, is one of the triggers that moves your application out of a field check and into a plan review.

The master planned south and west of the city is the opposite: newer tract construction, hip and valley roofs, concrete tile, and architectural committees. We are describing the general valley pattern there rather than counting our own jobs, because we do not have completed installs in those neighbourhoods yet. When we do, this section gets replaced with what we actually found on Henderson roofs, by neighbourhood.

Tile changes the work rather than the answer. Panels on concrete tile need the tile lifted, a flashed penetration into the rafter, and the tile returned or replaced, which is slower and more expensive than a comp shingle roof and is why a serious Henderson quote itemises it. Hip and valley roofs also cut the number of usable planes, and the fire code takes more: two 36 inch pathways from the lowest roof edge to the ridge with one on the street or driveway side, an 18 inch ridge setback at 33 percent coverage or less and 36 inches above that, and nothing below an emergency escape and rescue window.

Henderson is not one elevation

The city publishes its elevation as 1,940 feet, which is about right for Water Street. It is not right for the rest of a city of nearly 118.5 square miles sitting on the southern rim of the valley.

Queried against the USGS elevation service, the ground under Henderson runs from about 1,420 feet at Lake Las Vegas to about 2,460 feet at Inspirada. Green Valley sits near 2,020 feet, Seven Hills near 2,150 feet, and Anthem near 2,350 feet. That is roughly a thousand feet of relief inside one set of city limits. It is worth knowing which end of it your house sits on, because wind exposure on the high south end is a racking question, and it is the kind of thing a desk quote never asks about.

What a Henderson kilowatt actually returns

Modelled with the same assumptions at each place, one kilowatt of panels facing south at a 20 degree tilt, on a building, with 14 percent system losses, returns roughly:

Those come from the European Commission's PVGIS tool, run on September 19, 2026 at the coordinates listed in the sources, using hourly data for 2005 to 2023. They are a model of a clear, unshaded plane, not a quote and not a promise about your roof.

The useful part is the comparison inside the table and the one underneath it. Across the whole city the spread is about two percent. Turn that same Green Valley array from south to west and the model drops from 1,756 to 1,474 kWh per kW, a fall of about 16 percent. Your roof's orientation and shading decide your production. Your neighbourhood does not. Any proposal that quotes you a Henderson number without naming the azimuth, the tilt and the loss assumption is quoting you a brochure.

The bill, and what happens after the city signs off

Henderson homes are NV Energy customers like the rest of the valley, and the utility runs its own process after your building permit is finalled. Interconnection goes through NV Energy's PowerClerk portal. The program handbook, version 7 dated October 16, 2025, sets the Southern Nevada application fee at 189 dollars, cancels the application if that fee is not received within 30 days, and requires a copy of the permit together with the passed final inspection card from the City of Henderson before the documentation review starts. The handbook also states that a system may not be energized before NV Energy's successful final verification, and that interconnection work has to be done by a Nevada licensed C-2 or C-2g electrical contractor.

Whether a time of use rate helps or hurts you depends on when your house actually uses power, not on where it sits. We pull your usage before we recommend a rate plan, and if the arithmetic does not favour a change we say so.

Batteries in Henderson have their own paperwork

If you want storage, Henderson treats it as a separate thing in three places, and all three are in documents the city publishes.

A battery moves your application out of in-field verification and into plan review. The fee schedule prices the battery separately from the array. And the checklist adds physical requirements: mounting details for every energy storage system, and bollards where an energy storage system sits in a vehicular path, which is a real consideration in a Henderson garage that opens onto a short driveway. NV Energy adds a fourth: the handbook says a battery on a grid connected system needs advance review and approval by the utility in its own right.

None of that is a reason to skip storage. It is a reason to have the battery in the design before the permit goes in rather than added afterwards, which turns one plan review into two.
